<P>PROBLEM TO BE SOLVED: To minutely control a transmission power even to each transport channel in a system constituted of a base station and a mobile-body terminal. <P>SOLUTION: In a terminal device connected to a plurality of communication channels discretely power-controlled by the base station, the terminal device has a target signal-to-interference ratio computer 35 computing the target signal-to-interference ratio of an object channel on the basis of reception error rates at every reception transport channel and the priority informations of a plurality of kinds of the transport channels, and a signal-to-interference ratio comparison section 36 comparing the actual measured-signal-to-interference ratio of the object channel and the target signal-to-interference ratio of the object channel.
