<P>PROBLEM TO BE SOLVED: To provide an exhaust treatment device of a fuel cell without fear of high-concentration hydrogen being discharged outside taking the trouble to make a dilution container of a high sealing property. <P>SOLUTION: The dilution container 6 is made a double-structure, inside which, a hydrogen chamber 15 for storing hydrogen gas introduced is installed, and further outside of the hydrogen chamber 15, channel chambers 16a to c are installed through which cathode offgas flows.
