PURPOSE: An SPI(Serial to Parallel Interface) device of a communication system and a method are provided to be usable for an effective controller I/F line card design while easily processing a hardware control function when being applied to multiple cards of multiple channels, and to include a control logic inside, thereby being easily applicable to a line card application chip. CONSTITUTION: An address decoding unit(404) decodes an address value received from a CPU, and generates a control signal. A chip selector(402) generates a chip select signal which enables one of plural controllers comprised in a line card by the control signal received from the address decoding unit(404). A serial to parallel converter(403) converts serial data into parallel data in a reading mode to output the parallel data to the CPU through a data bus, and converts parallel data into serial data in a recording mode to output the serial data to the enabled controller.
