<P>PROBLEM TO BE SOLVED: To obtain a compounding ingredient having all of excellent fibroblast activation effect, high water retainability, thermal insulation, foam stabilizing action, protective effect on the skin and the hair, and the like, excellent in safety such as low toxicity and low skin irritation and useful for skin-aging prevention, skin whitening and hair protection and improvement, and to prepare a cosmetic containing the ingredient, having good sense of use during use and after use, and realizing skin-aging prevention, skin-whitening effect, and hair protection and improvement effects. <P>SOLUTION: A fibroblast activating agent and a hair treating agent comprise lactobacillus-fermented rice obtained by fermentation of rice with a lactobacillus, and the cosmetic is obtained by compounding the compounding ingredient for cosmetics thereto. <P>COPYRIGHT: (C)2005,JPO&NCIPI |
