PROBLEM TO BE SOLVED: To provide an electrophotographic developer for a two-component developing method without causing filming and fog and to provide an electrophotographic device. SOLUTION: In this developer, the saturated charge amt. Qsd of a toner in the initial developer to be mixed with a carrier and the saturated charge amt. Qsa of a replenisher toner satisfy the relation of Qsd/Qsa<=0.76. The charging rateΔQd of the toner in the initial developer to be mixed with a carrier when the mixing is started, and the charging rateΔQa of a replenisher toner satisfy the relation ofΔQd/ΔQs<=0.85.
