PROBLEM TO BE SOLVED: To stably obtain a high-quality transferred image without requiring a discharge mechanism by preventing toner from being splashed at transfer time. SOLUTION: This image forming device is provided with an image carrier 1 on which an electrostatic latent image corresponding to image information is formed, a developing device 4 visualizing the electrostatic latent image formed on the carrier 1 as a toner image by the toner, an intermediate transfer body B on which the unfixed toner image carried on the carrier 1 is primarily transferred and a secondary transfer unit T2 secondarily transferring the unfixed toner image transferred on the transfer body B on a recording medium. Then, the transfer body B is constituted of plural layers whose layer structure is provided with at least a base material and the surface layer. The base material is constituted of a resin material obtained by dispersing electrical conductive agent. The surface layer is constituted of a resin material obtained by dispersing the electrical conductive agent and a hydrophobic inorganic material whose average grain size is <=1μm. Besides, the volume resistivity of the surface layer is set within the range of 10<9.5>Ωcm to 10Ωcm.
