摘要 <P>PROBLEM TO BE SOLVED: To protect a secondary battery as much as possible even upon failure of a radiator for use in consuming regenerated power. <P>SOLUTION: Upon the occurrence of a failure in a regenerative power consumption system provided with a radiator, the failure is determined while discriminating a first failure mode requiring emergency and a second failure mode not requiring emergency. Upon the occurrence of a failure in second failure mode, surplus regeneration power Qr is consumed in the radiator. When a battery is charged with the surplus regeneration power Qr, it must be charged with a power exceeding a normal use range momentarily but since the surplus power can be consumed in the radiator, the case for storing the surplus power in the battery can be reduced.
