PROBLEM TO BE SOLVED: To provide an image generating apparatus which prevents speed degradation in copying a general original including no electronic watermark and prevents increase of image processing costs as well. SOLUTION: This image forming apparatus is provided with: an original reading means for sequentially reading the original from a read start area to a read end area constituting the original and sequentially forming electronic data; a first detection means for detecting a predetermined dot pattern for the already generated electronic data corresponding to the read start area; an output stop means for stopping the output of the electronic data to the outside of the image forming apparatus when the dot pattern is detected; a second detection means for detecting the electronic watermark for all the pieces of electronic data of the original including the read start area where the dot pattern is detected; and an output control means for controlling output stop on the basis of the detection result of the electronic watermark by the second detection means.
