PROBLEM TO BE SOLVED: To provide a carbon fiber composite material excellent in chlorine resistance and a method for producing the same. SOLUTION: The method for producing the carbon fiber composite material excellent in chlorine resistance comprises: a first step of oxidizing a first carbon nanofiber produced by a vapor phase growth method to obtain a surface-oxidized second carbon nanofiber; and a second step of mixing carbon black 212 having 50 nm to 10μm average particle size and the second carbon nanofiber 220 in ethylene-propylene rubber 200 and dispersing the mixed carbon black and carbon nanofiber in the ethylene-propylene rubber 200 by shearing force.
