Provided are an epoxy resin composition, a resin mortar composition containing the resin composition, and a method for surface constructing a resin mortar by using the resin composition to obtain a finely finished concrete bottom and to reduce remarkably construction progress. The epoxy resin composition comprises 100 parts by weight of a first composition of a resin component which comprises 70-80 wt% of an epoxy base resin, 10-20 wt% of a reactive diluent, 1-5 wt% of a nonreactive diluent, 1-5 wt% of an inorganic filler, 1-4 wt% of a flocculant, 1-2.5 wt% of a flame retardant, and 0.05-0.1 wt% of an antifoaming agent; and 30-50 parts by weight of a second composition of a curing component which comprises 30-60 wt% of an aliphatic amine, 20-40 wt% of a substitutable reaction promoter, 5-20 wt% of a primary alicyclic amine, 5-15 wt% of an accelerator and 1-8 wt% of an adduct.
