PROBLEM TO BE SOLVED: To provide a manufacturing method of a heat radiation substrate which attains great heat radiation effect, and to provide the heat radiation substrate.SOLUTION: In a manufacturing method of a heat radiation flexible substrate 100 according to the invention, a copper foil 240 is formed and a heat radiation layer 300, in which a graphite layer 250 is laminated on the copper foil 240, is formed. Then, an adhesive layer 230 for bonding the heat radiation layer 300 onto a flexible substrate 210, on which components 220 are mounted, is formed.
