A delivery formulation and system for delivering proteinaceous medicaments such as inactivated bioactive peptides to the body. The formulation includes effective amounts of the peptide as well as a tissue (e.g., mucosal) permeation enchancer selected from the group consisting of quaternary ammoni um salts. The system can be used, for instance, by spraying the formulation int o the buccal cavity, e.g., to the roof of the mouth.
