PROBLEM TO BE SOLVED: To provide a buffer device which provides a folding function and a buffer function in a manner of sace saving, and a sheet processing device using the device. SOLUTION: The buffer device is provided along a sheet carrying passage R for carrying a plurality of sheets by being overlapped on one another by delaying preceding sheets S1. The device is provided with a carrying member 1 to return the sheet S1, a folding and carrying member 2 disposed upstream of the carrying member 1 to carry the sheets S1 in a crossing direction with respect to the sheet carrying passage R to nip and carry the sheet S1 as it is or after it is folded, and a guide member 3 disposed at a position facing the folding and carrying member 2 to guide the sheet S1 returned from the carrying member 1 from its end or a corresponding position to a folding position toward the folding and carrying member 2.
