PROBLEM TO BE SOLVED: To provide a driving control device for excluding the influence of the communication circumstances of inter-vehicle communication equipment as much as possible in reorganizing a rank. SOLUTION: This driving control device 10 is provided with: an information acquisition part 101 for acquiring change instruction information indicating the change of the reorganizing circumstances of a large vehicle group including at least one vehicle group; an ID determination part 102 for determining ID for management for specifying the locations of a plurality of vehicles in each large vehicle group based on change content shown by the acquired change instruction information; and an ID output part 103 for outputting the determined ID for management to each of the plurality of vehicles.
