PROBLEM TO BE SOLVED: To provide a method for distributing load on a function for processing and delivering updating information when there are many combinations between servers for transmitting updating information and client terminals for receiving the updating information. SOLUTION: A server-client connection integrating means 400 generates a matrix in which connections between web servers and client terminals are integrated by deforming a matrix obtained by combining wave servers and client terminals and stores the generated matrix into an integration information storage means 400. The matrix is shared by an updating information transmitting server 100 and an updating information retransmitting means 300 and a plurality of updating information delivery means 300 are prepared for each integration unit. The updating information transmitting server 100 transmits the updating information to the updating information delivery means 300 prepared for each integration unit in accordance with the matrix including the integration information. The updating information delivery means 300 processes the updating information and delivers the processed updating information to updating information receiving clients 200.
