PROBLEM TO BE SOLVED: To solve the problem in which if location registration with a network is rejected and an application is set as invalid, an application that should be fundamentally valid stays invalid and cannot be used.SOLUTION: When a request is rejected after issuing a location registration request to a first network using a first application, a communication control unit 4 is configured to set the first application in a UICC 12 to being invalid.
