PROBLEM TO BE SOLVED: To provide an actuator capable of finely adjusting a spring constant, and to provide an optical scanner and an image forming apparatus. SOLUTION: The actuator 1 has: a mass part 21; a supporting part 24 to support the mass part 21; a pair of connecting parts 22 and 23 which connect the mass part 21 and the supporting part 24 so that the mass part 21 is tunable with respect to the supporting part 24; and a driving means to turnably drive the mass art 21, wherein the mass part 21 is turned by operating the driving means while torsionally deforming the pair of connecting parts 22 and 23, which have respectively silicon parts 221 and 223 essentially composed of silicon and resin parts 222 and 232 which are connected to the silicon parts 221 and 231 and essentially composed of resin material.
