<P>PROBLEM TO BE SOLVED: To provide a reactor to generate NH<SB>3</SB>, and an exhaust emission control device, especially for an internal combustion engine, capable of utilizing active reducer for elimination of NOx. <P>SOLUTION: This device is a microwave plasma reactor to generate NH<SB>3</SB>by holding a hydrogen generating catalyst.
