The present invention provides an RRM measuring method and system for an LTE system working in an unlicensed frequency band, a terminal and a base station. The RRM measuring method comprises: receiving a downlink signal sent by each base station in at least one base station, so as to determine the busy/idle status of an uplink channel and/or a downlink channel of each base station; when the uplink channel and/or the downlink channel of each base station is in a busy status and an idle status, making statistics on the RSRQ corresponding to each base station; and reporting, to a serving base station of a terminal, the RSRQ that is made statistics on when the uplink channel and/or the downlink channel of each base station is in the busy status and the RSRQ that is made statistics on when the uplink channel and/or the downlink channel of each base station is in the idle status. In the present invention, the value of the reference signal received power and the reference signal received power can be respectively measured according to the channel status of the base station, so that the serving base station of the terminal can accurately determine the service performance of a neighboring base station, and a more appropriate auxiliary cell base station is selected or a more appropriate target base station is selected during handover.
