The present disclosure relates to a 5G (5th generation) or pre-5G communication system for supporting a higher data rate beyond a 4G (4th generation) communication system such as long term evolution (LTE). According to aspects associated with a wireless environment, an operation method for a user equipment connected to an evolved node B (eNB) may comprise the steps of: when the eNB is not connected to a local gateway (L-GW), generating a first data path for a second data flow, in which a change in Internet protocol (IP) address is possible, using a first access point name (APN); and when the eNB is connected to the L-GW, generating a second data path for the second data flow using a second APN corresponding to the first APN.
