<P>PROBLEM TO BE SOLVED: To solve a problem of degradation in discharge capacity of a supply pump because of a learning value to degrade startability if the leaning value for a case that foreign matters are in an SCV has not been returned yet and an engine is started although the foreign matters in the SCV has already been removed, and to solve a problem of degradation in the discharge capacity to degrade the startability of the supply pump if fuel viscosity is risen at an extremely low temperature. <P>SOLUTION: When a predetermined cranking time in starting has elapsed, the gain of the integral term Ii is increased (c1), so that the drive current value of the SCV is increased (c2), opening of the SCV is increased (c3), and then an actual rail pressure is risen (c4). Therefore, even if the leaning value for the case that the foreign matters are in the SCV has not been returned yet and the engine is started although the foreign matters in the SCV has already been removed, the actual rail pressure is risen to improve startability.
