PURPOSE: To miniaturize a press device while enabling continuous molding to enhance productivity in the thermal compression molding of a board based on old paper utilizing the temp. rise by heated steam. CONSTITUTION: A mixture M of a fibrous material using old paper as a main raw material and a thermosetting resin is fed in press devices 3, 4 in the state held between belts 10, 20 and compressed from the rear surface of one belt or the rear surfaces of both belts by the press devices and heated steam is ejected toward the mixture from a large number of through-holes bored in the belts to cure the thermosetting resin in the mixture to form a board and the press devices are opened to drive the belts to feed out the molded board.
