<P>PROBLEM TO BE SOLVED: To provide a fuel cell capable of reducing carbon monoxide exhaustion, not generating thermal stress at its inside, with improved durability, and to provide a starting method of the same. <P>SOLUTION: The fuel cell system is composed of a solid electrolyte fuel cell 1 having a fuel electrode 3 on one side of a solid electrolyte 2 and an air electrode 4 on the other side, supplying air 6 to the air electrode as oxidant gas and supplying fuel gas 5 to the fuel electrode 3, generating power by making the fuel gas 5 react with the air 6; a starting combustion device 10 supplying the fuel gas 5, introduced from outside reformed or incompletely burned, to the fuel electrode at starting as a reducing gas; an exhaust gas combustion device 11 burning the fuel electrode off-gas exhausted from the fuel electrode side; and a heat exchanger 12 heating the air 6 by the heat generated at the exhaust gas combustion device.
