PROBLEM TO BE SOLVED: To provide a tail sealing apparatus for a rugged segment, which ensures sufficient sealing performance by using a lower amount of a cut-off material even if the rugged segment is employed, and to provide a shield driving machine using the tail sealing apparatus. SOLUTION: The tail sealing apparatus is arranged at a tail portion 24 of a shield main body 1 of the shield driving machine which carries out lining of a tunnel by using the rugged segment 9 having recesses 9A and projections 9B so as to form recessed grooves in a tunnel circumferential direction. The tail sealing apparatus has a plurality of tail packings 21, 22 and 23 inclusive at least one projective tail packing 22 having a projecting shape almost conforming to a recessed shape of the rugged segment 9.
