A motion picture encoding method wherein the encoding mode of a block to be encoded is determined, it is judged whether or not it is possible to conduct a scaling if the determined encoding mode is a temporal direct mode, and motion compensation is carried out by using another encoding mode or by not conducting any scaling if it is judged to be impossible.
