PROBLEM TO BE SOLVED: To provide a system and a method for encoding or decoding moving picture for realizing further reduction in the power consumption than that by a conventional technology. SOLUTION: The system includes: a required arithmetic quantity calculation means 2 for calculating an arithmetic quantity required for encoding or decoding a predetermined frame; and an operation determination means 3 for determining operation power supply voltage, substrate bias voltage and operation frequency for performing encoding or decoding processing for the required arithmetic quantity within a period of time pre-assigned to the encoding or decoding processing of the predetermined frame. A processor 1 performs the encoding or decoding processing of the predetermined frame while operating at least at two stages in accordance with the operation frequency, operation power supply voltage and substrate bias voltage.
