<P>PROBLEM TO BE SOLVED: To provide a hydrogen generator with a high heat utilization efficiency; and a fuel cell power generation system utilizing the same. <P>SOLUTION: An air intake section 14 of a combustion air supply section 13 is formed in a horizontal plate shape and arranged so as to cover above a reforming device 1 and a burner 2.
