PROBLEM TO BE SOLVED: To provide a flame-retardant board comprising a plate-shaped structure having light weight and air permeability, and having both of excellent flame retardancy and heat-insulation properties. SOLUTION: The flame-retardant board composed of a substantially integrated thermoplastic resin having 0.05-0.7 g/cm<SP>3</SP>density has many voids distributed uniformly in long flat shapes in the face direction of the flame-retardant board, so that the voids of 50 to 700 per cm in the thickness direction at an arbitrary position may be distributed in the inside of the flame-retardant board, and the voids may be communicated with both the principal planes of the flame-retardant board. At least a part of the voids forms a flame retardant-dispersed layer obtained by dispersing a flame retardant in the inside, and the flame retardant-dispersed layer includes at least one of the principal planes of the flame-retardant board.
