PROBLEM TO BE SOLVED: To rightly decide the presence or absence of paper, even if a paper detection means for detecting the presence or absence of paper on a conveying passage secularly changes. SOLUTION: When a system control part 22 monitors an output level of a detection signal outputted by a conveying passage sensor 21 when paper is conveyed to be fed to a transfer part of a process unit and detects that the detection signal has an output level b till detecting the paper and the output level b rises by +c, the system control part 22 determines that the paper is detected by the conveying passage sensor 21 and decides that the paper exists on the conveying passage.
