The present invention provides an electrochromic device which includes a first substrate and a second substrate which are separated for each other, a first transparent electrode arranged on the first substrate, a second transparent substrate arranged on the second substrate, an electrochromic layer arranged between the first transparent electrode and the second transparent electrode, and an organic layer arranged between the first transparent electrode and the electrochromic layer. The electrochromic device excludes an ion conduction layer or electrolyte. The organic layer may include a hole injection layer or an electron injection layer. The organic layer may further include a hole transfer layer or an electron transfer layer. According to the present invention, the electrochromic device excluding an electrolyte layer can be formed.
