<P>PROBLEM TO BE SOLVED: To provide a drag system vertical shaft type windmill such as a Savonius type windmill, capable of enhancing strength of blades, by preventing a dynamic load from being locally intensively applied to a rotary side shaft part and the fixed side for supporting the shaft part. <P>SOLUTION: At least two rotating shaft parts 8b and 8b are arranged on the respective blades 6 in respective both end parts in the rotational axis direction of the windmill 1 so that a position in the cross-sectional peripheral direction is made different. At least two concentric inside-outside annular guide parts 11 and 12 are arranged on the fixed side 10. The respective blades are rotated around the rotational axis of the windmill by respectively guiding the rotating shaft part to the fixed side inside-outside different annular guide parts.
