wherein the control portion comprises information required to support user agents (UAs) and additional information that is assigned to unused resource elements (REs), andthe additional information comprises a plurality of downlink (DL) grants, a plurality of associated DL data blocks to enhance DL throughput, and a plurality of primary and secondary synchronization signals.
