PROBLEM TO BE SOLVED: To suppress the transmission of a radio carrier to a base station at the time of a call by means of the misoperation of a subscriber, to prevent the occurrence of wasteful traffic and to effectively use radio resource in the radio telephone system such as a portable telephone set making the call by means of dial input after off-hooking. SOLUTION: An off-hooking recognition means 61 recognizes off-hooking by means of a subscriber operation. A timer (time limit means 62) is started by the off-hooking and time which is previously set is clocked. A selection signal reception/confirmation means 63 confirms the input of a selection signal for calling a callee and a judgment means 64 detects whether the selection signal is received or not within a period of time which is set. When the selection signal is detected within the period of time which is set, the radio carrier for the base station is transmitted from a carrier transmission control means 65 to a radio part 2. When the selection signal is not detected within the period of time which is set, the transmission of the radio carrier is suppressed.
