PROBLEM TO BE SOLVED: To obtain a system in which securities can be issued from an optimal terminal for issuing securities depending on the error occurrence rate of each type of securities. SOLUTION: A server 1 collects error data of the type of securities indicative of the content of an error generated in each terminal for issuing securities 10-n0 at the time of issuing securities from each terminal for issuing securities 0-n0 through a network N, accumulates and stores the error occurrence rate of each type of securities based on the error data in correspondence with each terminal for issuing securities 0-n0, select a terminal suitable for issuing securities based on the type of securities being issued and the error occurrence rate stored while being accumulated for each type of securities, and transmits data for issuing securities to the selected terminal thus issuing securities. |
