PROBLEM TO BE SOLVED: To limit a range of using an image embedded with copyright information to a range permitted by a copyright owner, and reduce communication quantity in transmitting/receiving the image information. SOLUTION: An apparatus B performs information processing so that the copyright information is embedded in an arbitrary image as an electronic watermark. The apparatus B comprises a storage means B11a storing this information and copyright information when a filter randomly distributing pixel values of pixels contained in a finite region for this image is used as a phase medium image; a transmission/reception means B11b for receiving a using request of the image stored in the storage means B11a, and transmitting the image for which the using request is issued; and a control means B11c for generating a phase medium image, corresponding to the use mode of an image to be transmitted by the transmission/reception means B11b, and embedding a dispersed watermark into the image, the watermark being generated by applying convolutional operation to the phase medium image and the copyright information.
