PROBLEM TO BE SOLVED: To prevent implanting failure and position deviation of a steel cord covered with rubber without the need for accurate control of a robot arm when a pneumatic tire having a wire chafer is manufactured. SOLUTION: The steel cord 11 covered with rubber is conveyed from a right side of Fig. to a left side. In the steel cord 11 covered with rubber, cut-in parts 11c is formed in every constant length L1 by first and second cutters 21, 22, and the steel cord 11 is bent in a zig-zag shape at the positions of the cut-in parts 11c. Then, it is guided to a sticking head 24 by a guide 23 and is stuck onto a surface of a winding/returning part 5b of a carcass ply by the sticking head 24. COPYRIGHT: (C)2008,JPO&INPIT
