PROBLEM TO BE SOLVED: To securely hold a cylindrical rubber member 17 which has small irregular shapes on the outer periphery and a short axial length from the outside while a structure is simple and small, and low in cost. SOLUTION: The cylindrical rubber member 17 is held from the outside by a holding member 47 showing an annular shape as a whole. In that case, since the inner periphery of the holding member 47 (holding segment 46) is a mirror surface, an adhesive force or the like acts on a surface on which the holding member 47 and the cylindrical rubber member 17 are firmly attached to each other and the cylindrical rubber member 17 is surely held by the holding member 47, even though there are small irregular shapes on the outer periphery of the cylindrical rubber member 17 or a part of the holding member 47 is projected from the axial end of the cylindrical rubber member 17.
