PROBLEM TO BE SOLVED: To provide an image display sheet in which an image of high quality which does not depend on an observation angle can be displayed together with an image displayed by a fine structure such as a hologram. SOLUTION: The image display sheet 10 includes a pattern forming layer having a display pattern region 30A having a plurality of dots having an image and background pattern regions 30B with a rugged structure at the parts other than each dot, on a base material 20.
