Disclosed are a downlink data transmission apparatus and method, which relate to the technical field of networks. The apparatus comprises: an identifier acquisition module for acquiring identifier information about a user equipment according to downlink data sent by an application server; a state determination module for determining that the user equipment is in an energy-saving state according to the identifier information about the user equipment acquired by the identifier acquisition module; a message sending module for sending a notification message to the application server, the notification message being used for indicating for the application server to stop sending the downlink data to a classifier; and a cache indication module for sending the downlink data and a data sending indication to a cache device, the data sending instruction being used for indicating for the cache device to send the downlink data to the user equipment after the user equipment moves out of the energy-saving state. The present invention can solve the problem of occupying network resources due to the fact that downlink data is discarded when a user equipment is in an energy-saving state and is then sent by an application server, and can achieve the effect of saving network resources. |
