[Problem] To provide a motion video generating system which is capable of carrying out an adjustment of the running times of motion video data and voice data, and of generating a natural-seeming motion video. [Solution] Provided is a motion video generating system, which generates a finished motion video 48, from CG motion video data 46 which is generated by computer graphics, and text for embedding 43. With the computer graphics, it is easy to adjust the running time of the motion video data 46. In the present invention, two or more instances of CG motion video base data 12 are retained and used for different purposes. As an example, an efficient message would result through use on the basis of usage fee forecasts for a utility for the following month. A billing notification method is also provided which uses the generated motion video. |
