A video record creating device for creating a video record in which multiple images are sequentially displayed on a screen comprises: a storage unit (20); an image capture unit (30) that receives video signals comprising a plurality of frames showing a video and that acquires frame images from the video signals at predetermined time intervals; and a video processing unit (10) that compares, for the frame images acquired by the image capture unit (30), temporally consecutive preceding and following frame images with each other and that, when displayed information included in the preceding frame image has changed in the following frame image, stores the preceding frame image into the storage unit (20) as a recorded frame.
