The present invention makes it possible to easily create content which includes images and words and which can be switched between languages. An embedding location selection unit 12 selects, from among sets of image data that serve as elements of the content, at least one embedding location for embedding linguistic data. An embedding unit 15 performs an embedding process in which linguistic data to be embedded in at least two languages is associated with each of the at least one embedding locations.
