PURPOSE:To judge a mode faithful to a generation bit amount by comparing the information amounts of the coefficients of frame and field DCT and selecting video signals based on the result. CONSTITUTION:Blocks for which an anticipation mode is selected are blocked by a frame unit and blocked by a field unit and respectively supplied to a frame DCT circuit 200 and a field DCT circuit 201. The DCT coefficient of the frame unit is outputted from the frame DCT circuit 200, the DCT coefficient of the field unit is outputted from the field DCT circuit 201 respectively and they are outputted to a frame/field DCT mode switching circuit 255. Then, the frame/field DCT mode switching circuit 255 considers encoding efficiency based on the information amounts of the respective coefficients and selectively outputs either the mode of the blocking of the frame unit or the one of the field unit for DCT.
