PROBLEM TO BE SOLVED: To provide a coating material, for forming a dazzling-protection film, which can control the surface roughness to have a desired size and frequency, is excellent in uniformity of its light scattering property, is excellent in transparency and can have functions of the antistatic property, the electromagnetic wave shielding property and the like and to provide a transparent substrate with a dazzling-protection film, and a display apparatus. SOLUTION: This coating material for forming a dazzling-protection film contains a compound or its oligomer which can be polymerized by irradiating it with an activation energy beam, a thermoplastic resin, and an inorganic powder whose primary particle size is not less than 0.001 μm and less than 1 μm. |
