PROBLEM TO BE SOLVED: To provide an apparatus which has a simple structure and can part and treat chips of internal beads by smoothly feeding the chips. SOLUTION: A cutting tool 22 is attached to a tip end of an impeder 21. A cutting blade 33 is provided at a tip end of a cutting tool body 32 and an approximately circular arc shape cutting edge 34 along a peripheral direction of an inner surface of a pipe is provided to the impeder 21 so as to come into contact with an internal bead B of the pipe P. A rake face 36 of the cutting edge 34 is a convex surface along an elongating direction of the cutting edge and continuously discharges chips slantingly toward the tip end. The pipe P and chips K inside the pipe are simultaneously parted using a cutter. Parted pipes P are stacked up on a stock table and the chips and spatters in the pipe are discharged by emitting cleaning water from a cleaning means in a tilted state of the stock table.
