PROBLEM TO BE SOLVED: To provide a sowing and seedling raising plate, a sowing and seedling raising unit and sowing and seedling raising block, capable of using unhulled rice seeds excellent in stability of germination and resistance to disease injuries and suitably saving the labor of sowing and seedling raising operation without lowering the germination rate and the quality even when unhulled rice seeds used are either of seeds before immersing into water and seeds after immersion. SOLUTION: This sowing and seedling raising plate 1 is obtained by charging and dispersing either one or two kinds among seeds 2, organic fibers, fertilizer and agrochemicals into a water-soluble synthetic paste material 3, solidifying the synthetic paste material and forming the resultant solid material in a plate- like shape. The plate 1 is characterized in that the synthetic paste material 3 is obtained by formulating an acid-treated carboxymethylcellulose with polyvinyl alcohol.
