A handoff access method based on random access channel is provided, which is applicable to handoff access of mobile terminal in a mobile communicatio n system, and includes the following steps: the source BS sends handoff requ est message to the target BS, requesting that the serving mobile terminal is handoffed to the target BS; the target BS sends handoff respond message to the source BS, then the source BS transmits the handoff instruction with the content to the mobile terminal, and the handoff instruction message include s a sequence number of a reserved character code allocated by the target BS to the mobile terminal and a random access sub-channel with the reserved cha racter code; after receiving the handoff instruction message, the mobile ter minal determines whether the handoff instruction message includes the sequen ce number of the reserved character code, and selects the reserved character code and the random access sub-channel with the reserved character code; th e handoff access procedure is initialized on the random access sub-channel b y the target BS and the mobile terminal. Moreover, a handoff access device b ased on random access channel is provided.
