摘要 <P>PROBLEM TO BE SOLVED: To provide a fuel cell cogeneration system capable of controlling an air flow rate appropriately by estimating outside air temperature by using an existing measuring method without adding an outside air temperature measuring means, its controlling method, and a control program. <P>SOLUTION: This has a hot-water vessel 1 to supply hot water from a hot water supplying line L3 by carrying out heat exchange of an exhaust heat from a fuel cell F and tap water supplied from a tap water supplying line L2, a temperature measuring device 2 to measure temperature of water of the tap water supplying line L2, and an air supplying device 4 to supply air to the fuel cell F.
