PROBLEM TO BE SOLVED: To smoothly change a display area of an image and to prevent a universal head from being controlled more than needed. SOLUTION: The universal head control apparatus which controls a universal head of a camera, includes: an image receiving means for receiving an image from the camera; an image segmenting and display means for segmenting a display area from the image received by the image receiving means and displaying the image; a segmenting position change instructing means for instructing a change in a position to segment the display area to be displayed in the image segmenting and display means; a threshold determining means for determining whether a change amount of the segmenting position instructed by the segmenting position change instructing means exceeds a fixed threshold; and a universal head control means for controlling the universal head in accordance with the result of the determination in the threshold determining means.
