PROBLEM TO BE SOLVED: To provide a service application issue device for safely performing the reissue of an application to the SIM of a portable terminal without causing inconvenience on a user in the case of changing a carrier.SOLUTION: An issue data distribution server for distributing issue data for activating a service application selected by a user to a portable terminal is configured to, when the carrier of the portable terminal is changed, generate the record of the service application corresponding to the changed carrier to a service application issue table in which the issue data of the service application issued to the portable terminal are stored, and to, after the service application is activated after the change of the carrier, delete the issue data of the record of the service application of the carrier before change in the service application issue table, and to enable the use of the issue data of the record of the service application of the new carrier.SELECTED DRAWING: Figure 1 |
